Industrial Waste
On August 17, 2015 the GHJSA adopted Resolution 003 of 2015, which establishes an Industrial Pretreatment Program and other rules controlling discharges to the sewer system. The GHJSA operates the Industrial Pretreatment Program (IPP) in conjunction with the requirements of 40 CFR, Part 403 to regulate industrial wastes discharged into the sewer system. Legal authority to administer the program was granted by the Environmental Protection Agency (EPA) on May 17, 1985.
As required in the IPP, the GHJSA has adopted Local Limits for the discharge of pollutants from Industrial Users, which is currently contained in Resolution 003 of 2015.
High Strength Waste Surcharge
The GHJSA adopted Resolution 004 of 2015, which is an amended rate resolution, establishing special user surcharge rates, fees, and charges for discharge of high strength waste to the sewage disposal system owned and operated by the GHJSA. The surcharge shall be applied to non-residential customers who discharge waste with characteristics in concentrations greater than typical domestic strength concentrations for residential users. Typical domestic strength is defined as waste that does not exceed the following conventional pollutants:
Biochemical Oxygen Demand (BOD) 200 mg/L
Total Suspended Solids (TSS) 200 mg/L
Total Nitrogen (TN) 30mg/L
Total Phosphorus (TP) 5 mg/L
